It's true that, just like the Yellow Series, the Blue Series features an incredible improvement in the cover coloring. It goes from coloring photocopies to a true recoloring, faithful to the anime. However, the binding quality changes: it moves from a hardcover (glued spine) to a stapled format.
The number 153 of the Yellow Series was published in 2000, while number 154, or number 1 of the Blue Series, was published in 1998. This means both series were edited simultaneously, and they both concluded in the year 2000. A similar situation occurred with the White and Red Series.
